Animal and Plant Health Agency Fees

Following on from a previous consultation, the Animal By-Products and Pet Passport Fees (England) Regulations 2018 were laid on 1st June 2018 and come into force on 30th June 2018. These set out the fees that will be charge by APHA for initial registration and on-going inspections.

The fees are being phased in over two years with 50% of the final fee being charged in the first year in most cases. Typical fees for an application from a compost or AD plant processing animal by-products is £475 for applications up to 30th June 2019 and £951 for applications after 30th June 2019.

For routine inspections the fees are:
  • £78 (year 1) / £157 (after 1st year)  per visit for annual or biannual inspections
  • £281 (year 1) / £561 (after 1st year) per year for quarterly inspections
  • £829 (year 1) / £1658 (after 1st year( per year for 12 inspections

For each of the above the fee includes the first 30 mins of a visit with additional time on site being charged at £8/16 per quarter hour for a veterinary officer or £4/8 per quarter hour for an office (not a vet).

There will be additional fees for admin and travel. 

For sites who are required to register or notify APHA, for example to transport ABP derived composts or digestates, there is no fee for the registration but where APHA visit such registered operators, they would charge them the appropriate routine "inspection site visit” rate shown in Table 2.
